I'd highly recommend you check out 583 Travel if you live in Angeles City and are looking for an agency to help you with travel and/or immigration (visa, etc).  They recently saved me from making an unnecessary trip to Manila to pick up my i-card.   I've had very good experiences with this agency and plan to use them again.
